They would blackout ( shut off power) to designated square block sections of the city. That was all other the uk we always had candles in the house and because we had a gas cooker and our neighbours only had electricity my mom and Dad would cook for as many as the could. Out side was mountains of garbage bags stacked up on the corners of the roads because rubbish collector was also on strike.
