The shape may have been suggestive of turtle. I have a similar septarian nodule with same shape and lines that almost looks like turtle,

but scutes(plates) are in wrong positions.

This piece is a typical mudstone that is common all along the california coast. 

Not sure of the formation, maybe monterey(?). Most likely miocene or more recent.

It is not a septarian or a brooksella.
