Im not sure you can make a good determination based on these photos.  There are suspect areas like the foot (4th photo) and if the skull was original and not placed.  It would require a first hand inspection but it does have the potential of being real.

Would be nice to see this up close and personal.  The color difference on each side of the tail verts would concern me.  and a terrible prep job with all those chisle marks!!!  but still a very cool fossil.

Real bone, maybe even mostly psittacosaurus. Totally composited and repositioned on a piece of matrix. The skull probably is sculpted to some degree from pieces of bone and glue. These critters simply were not kind enough to have every one die and decompose in a perfect, lifelike pose.

INHO definitely not "natural": some parts are modeled (skull as already written), some looks weird (foot first image) and position of body is not that what you would expect from all that thousands of psittas are offered in the same position.....
