I want to know this fish

I’m not sure what it is, and I’m sure someone will come along shortly that does know, but it appears to be upside down. :)

I don't think it is. The position of the eye and curve of spine are right as is.

Dale is correct. 
The fish is oriented correctly. ;) 

 

There is very little information available about the fossil fish of the Pohang basin. 

 

This PDF states:

I would concentrate my search on clupeiform fishes of the Duho Formation.

You could try to get this pdf.

Although this one is more recent I don't know if it is readily available, being a thesis paper: Cho, M.K., 2007, Flora and fauna fossils from the Tertiary Duho Formation of the Pohang Basin. M.Sc. Thesis, Chungnam National University, Daejeon, 73 p. (in Korean with English abstract)

 

 

For now, without any better information, ...  I think the only label to possibly assign this would be "Clupeidae indet".

You may wish to look up M.K. Cho, and see if he would help you to identify your fish further. :) 

It looks like you might be able to prep out some more of the fish, if you are very careful, and if the matrix isn't too hard.

Dental picks and scalpels/hobby knives are good for soft matrix.

I would think about doing a little work on the shape to the lower and left.
