Looks like a likely composite to me. Some of the bones look like they might be real. But yeah the skull and neck look wrong. The whole torso looks too perfect and the tail looks wrong as well.

The bones are real, including the head and neck (they actually used thoracic vertebrae instead of cervical vertebrae for the neck), but they are sub-par quality. There's a bit of restoration to the postorbital area of the skull too. It's likely a chimaera, which means it was compiled from bones from various individuals.
