Looks more like a lizard than a dinosaur.   
Maybe something like an iguana.

Do you have any specifics on locality and age. Could be a Hetrodontosaurid but need provenance

This also looks like a skull of Jeholosaurus from Yixian Formation of China.  Jeholosaurus is small ornithischian dinosaur from the Lower Cretaceous Yixian Formation of the Lujiatun locality, Liaoning Province, China.

I agree: small ornithischian. Should really be in a museum.

I agree that the “Skull 1” is Jeholosaurus but the “Skull 2” is not, because the shape of the holes in front of the deduction on their skull are not the same.
