We need to know where exactly was it located, what type of sediment is also helpful. Please include pictures from top, bottom, and both sides. It is very difficult if not impossible to ID a specimen without multiple photos.

We also need a size reference. ID is impossible without knowing how big this is.

I would. But it isn't bone or tooth. It is a deposit, likely in concretion, of bits and pieces of fossils which are only marginally recognizable.

Looks like largely crinoid pieces. Notice the five part symmetry on the columnal just above the thumbnail, second photo.
