I found this concretion in what I believe to be Lockport dolostone, which is silurian in age. At first I didn't think much of it but then I noticed the surface has a faint texture of cracked shell. I was wondering if this could be a silurian ostracoderm like Tremataspis?

Not totally sure on the ID but I agree there's a fossil there. Can you give us some close-ups of the groove at the bottom right of the first pic?

Unfortunately this groove might have been cut by file. Originally thinking this could be a stromatolite, I crudely filed the matrix out around the sides, and slightly cut into one side to see if I could see the layers of the stromatolite. I don't believe stromatolites would have a texture of cracked shell though.
