Not so much a turtle claw as a tortoise leg "spur" or osteoderm. We find them occasionally in places like the Peace River here in Florida and so it is something I've learned to identify over the years (with the help of this forum). :) The ring around the base confirms the ID for me as it is quite characteristic of these. Do a search here on the forum for "tortoise spur" and you'll find more information on these fossils. If you do an internet image search for "african spurred tortoise" you'll get a good idea of what these things look like attached to a modern tortoise.

+1 for leg spur. There was one posted recently for ID and this one looks very much like that one. The basal indentation is a feature I recall.
