Hi is this a shark or a dinosaur tooth it’s 1cm long location and time is unknown

Without good clear in focus pictures and a location and age / geologic formation identification is just a guess. Even then, without the root it could be hard to ID.

 

I am curious as to why you thought this could be a dino tooth?

Because I’ve seen similar Triassic dinosaur teeth that looks like this tooth

The OP's tooth looks like a Moroccan Shark tooth to me, ... color-wise.

Dinosaur man, please try to take pictures against a plain background.  When there is a patterned background cameras attempt to focus on those patterns and not on the main subject. 

Your photo is still out of focus. Also take shots of both sides.
