ID: Rock or Fossil?

Found this rock on the beach in Runswick Bay, Yorkshire.  It is very light weight compared to its size.  Is it a rock or some type of fossil?  Could it be Scoria?

Any help with the ID is appreciated.

I think that's most likely, rounded/worn by the sea...

Thank you all for your input.  After doing some research on the area, I agree that is is most likely Industrial Slag.
