Gary, I'm seeing some of the same indicators you are regarding tortoise or turtle.  The striations in the bone near the broken ends and nature of the cross section density suggest your suspicion is correct.

I agree w unclesiphuncle... armpit, or leg pit.  Basically where the plastron (or the 'plaster on') connects to the top of the shell.  A leg, either front or rear comes up in the angled portion.
