Looks like the interior of the concretion is a different mineral.

I don't think it is anything biological in nature. Does not look like bone, to me.

You would probably have to break it open to see if there is anything fossil related inside.

I think the answer is basically the same as before. It's part of the concretion that happened to contain minerals more like those in the outer layer in a spot nearer the center. Concretion often contains inclusions that are not identifiable.
