I found this along the yukon river in central alaska. where the river flooded and cut the bank away. It was found next to a vertabrae and at first i thought it was a broken chip. it is very rock like but obviously shaped like a bone. what bone is is?

I've never seen a moose calcaneum that I could use as an example, but it does appear to be a large artiodactyl calcaneum.  If moose are common in your area, that would be my pick for most likely suspect.  Cervids seem to have a particularly pointy cuboid like your example.

I don't have any moose bones for reference now, but if this is truly rock hard, I think the range of possibilities could be much greater than the animals most common there now.

so how does this fit onto the leg? which is the top and bottom. top being ankle area and bottom toward the toes or hoof?

There are some diagrams in this article that may help give you an idea of the orientation.
