Found this in my back yard under a pile of rocks. Looks like a breccia (caliche cemented?) of metamorphic rocks. Not a fossil. Where was it from?

No skull morphology, no bone texture, and lacking bilateral symmetry. 

It is a rock, as stated. Sorry, not a skull. 

When you are seeing resemblances to creatures, you are experiencing pareidolia.

You should familiarize yourself with what fossils actually look like, by going to museums, and checking the internet.

It's a rock. Do yourself a favor, look up pareidolia and then immerse yourself in the study of geology and paleontology.
