Marine life fossil maybe coral or??

Found this morning on Lewes Beach in Delaware.  I've found a lot of coral but this one seems fat tire shaped--round and bulbous.   

Slim pickings today, too windy to disclose low tide treasures

Yes it is coral, but hard to tell if this is a grouping of solitary corals or colonial coral. There appears to be a few in the matrix. Either way they look to be rugose corals which can be either, solitary or colonial.
