Devonian bone bit - fish tooth?

This little bone chip is from the Dundee Limestone (Middle Devonian) of Ohio. I find a lot of bone fragments in these rocks, but this one seems different. In particular, along one edge there look like there might be serrations, so maybe a tooth fragment?

It measures approximately 1cm at the largest dimension. Thanks for any input.

I don't think it's a tooth fragment. Could be a bit of placoderm armor though. I wonder if it's a piece of a gnathal plate.
