I'm not sure.  I only asked because I found an impression fossil on a similar looking pebble once.

I could see some reasons why you think it is a piece of fossil. but I think it is just a nice-looking stone which would be a beautiful decoration for a nice fish tank :)

Certainly the pattern would have caught my eye too, however it is too worn and not enough detail preserved to say much, I would add that scales are very much at the lower end of likelihood. A sharper image may help, holding specimens while photographing rarely works.
