This is called a rock.  The person who found it most likely had a case of pareidolia.  Thats where someone sees something that is not there.  Like cloud watching, one can see many different things in the shapes of the clouds but in the end, they are simply just clouds.

To add to the other posts, it also looks to be an igneous rock with large amount gas bubble in the broken section.  It is impossible to have fossil in igneous rock.
