Unknown creature (dinosaur? mammal?) from Liaoning, China

This fossil is from Liaoning, China.  It looks very strange, with a very big head and sharp teeth, not sure if it is a dinosaur or mammal.  And whether it is genuine or fake.  Any idea?

I'm no expert on such matters, but I must say that to my eyes it looks rather strange and not quite right.

Does not look dinosaurian but no clue what it is.   It's a very odd piece that would require hand inspection to determine how much is real.  I see lots of work being done to this specimen lots of putty.  The skull looks like it has putty all around it and some inside, not sure if it was broken and reassembled or what is real or not.   Again, hand inspection is required.

 

Everything here in this foot appears to have been placed.

Looks maybe mammalian to me based on the head and neck joint. I'll agree that it looks weird.
