Fossil or bone? Jaw/ Comb shape- Pierre shale

Find this laying on top of Pierre shale out cropping as if it was dropped by bird or came out of above matrix. 

 I tried putting a tip of it into vinegar and did not fizle but it did degrade the bone and made it soft so it would kind of fall into powder pieces when scraped.  I tried burning the tip of it but it did not burn might have been because it was wet from the vinegar. 

What could it be? Thanks!

I think you're right. I found more similar ones that look like fish jaw. Pictures before and after light cleaning.

I don't think it has been digested.  I think what you see is simply extreme preservation in the Pierre Shale where Slow Walker collects.
