Troodon
The First item If its from Wyoming its Lance Formation. Do you have a location where it was found? However its from a Thesclosaurus Digit II -1 The second item from Iren Dabasu Formation (Erlian Fm) may be a claw from an Ornithominid but its not complete enough for me to identify. Color is not typical those are mostly cream.
AranHao
@TroodonThanks for your reply. Sorry, there is no more local information, but the only information I think is reliable. Thescelosaurus is nice for me. Thank you for your correction. Maybe the stratum information is wrong? However, this was dug up by the local people. Erlianhot is right. Maybe the stratum information is confused. I added better light photos for you to identify. Thanks a lot!!
Troodon
Like I said it might be an Ornithomimid but its not complete enough to say more

AranHao
Just now, I also searched and compared the Struthiomimus . I feel that they are somewhat similar to RIII2. How can I rule out Struthiomimus ?

Troodon
The bone you have is a position 1 phalanx, the one next to the metatarsal. So if you look at the bones in you photo for digit II and III they are quite long compared to your specimen and cannot work. Digit IV phalanx is very different. These bones also have deep ligament pits on either side of the distal ends which yours does not have. Here is the foot of a Thescelosaurus and you can see your bone in the red circle.. The ligament pit also matches your bone
