Looks to be a sedimentary rock (such as limestone) with a few vugs, but not a fossil head.

That is just a big old rock. 

No bone texture or skull morphology.

Not any kind of fossilized or petrified head.

I figured out  they're marine fossils , I had this all messed up , I thought I had heads nope , bodies it's like a ray and a lot of jawless fish a couple of muscles, piratization fossils.  .
