The guy was hunting where he wasn't supposed to. Found a new species of raptor, turned it over to researchers, ended up with 5 months in jail for his trouble. I know of a few locked down dredge sites but I don't really know who to contact. I have a permit for collecting on state land in Florida but still have a hard time finding productive spots in Jacksonville besides the beach.
