What Fossil Is This?

Found in Fujairah beach, UAE 20 years ago in the midst of snail shells and corals. This has wheel-like spokes on one side, and on the back and sides there are dots(knots/holes?).
What kind of fossil is it?

It is pretty fuzzy in the photographs, but I think it must be a solitary "horn" coral.

If you look close the shorter "spokes" (septa) may slant inward slightly toward the longer septa instead of being truly radial with the center. That would be indicative of a rugose. The knot holes are likely ichno fossils themselves. Little critters loved to bore into them.
