Perhaps a concretion or a steinkern. I don't see any texture detail to confidently say whether or not it is a fossil. What may also help is to say where it was found, and ideally the geologic formation.

I'm not seeing any bone texture to confirm that it is fossilized bone. Do a quick Google image search for fossilized bones and you'll see some of the telltale features of fossil bone.

I agree that it is a concretion and not a bone.  It is possible that the concretion formed around a fossil, though many do not have any recognizable nucleus.  At this point it may be worth giving it a couple more whacks with a hammer to see if it splits to reveal a fossil within.
