Is this a fossilized turtle shell

Welcome to the Forum. :) 

It looks like a septarian concretion/nodule to me. 

Not a turtle fossil.

Welcome to the forum from down the road in Cooke County. Look for the concentric layering on the inner edges of a rock to confirm concretions. If you're interested in fossils consider meeting with other collectors at the Dallas Paleontological Society. We're mostly amateurs. www.dallaspaleo.org

I agree completely as far as the available evidence goes.

I wonder if it would be possible for one of these to form inside the body cavity of dead turtle incorporating it's minerals as they dissolved. It would seem like the perfect starter kit.

That's a really nice septarian nodule / concretion. You can distinguish the "bars"- core elements of it, as it's nicely exemplified in this topic.
