Identification assistance request

I have several large fossils that have me stumped.   I am a florida boy,  I can rattle off almost every fossil you can find here....but....

These are found in a storage locker 15 years ago in San Diego, Ca.  There is no info on location collected,  I am guessing hell creek formation.  Any direction,  advice or thoughts would be greatly appreciated.  The three images are from the 1st of 18 fossils. It is 92 lbs, 22 inches long,  12 inches high and 12 inches wide.  This one is the only one sprayed,  not sureScreenshot_2019-02-23-21-56-53.thumb.jpg.9db04668f6c70bffd89ac0da991113a9.jpgScreenshot_2019-02-02-20-27-24.thumb.jpg.ed73317e951a2776a3f5d792c7534f68.jpg20190204_073048.jpg.c695edbc0ef2708972877119fba99430.jpg

What makes you think Hell Creek?

It looks like one of a million concretions that are all over the Central Coast here.

I guess I thought hell creek, due to the similarity the matrix shared with specimens I have collected in the past. As far a rock,  not fossil,  I have never seen a rock with this pattern.   The "tooth" may indeed be a zenolith.  I had not thought of that since initial gut told me tooth.  Thank you for sharing your valuable perspectives.
