Is it a fossil?

Is this big round thing a fossil? It is next to a rock with fossilized shells I found. 

Where: Las Llajas Canyon, Simi Valley, California - dating back to Eocene Period, known for many fossils as this whole area used to be under water.

Weight: 6.16 pounds

Great pictures!

Next to the quarter I see what appears to be shell.

other then that I am seeing no fossils.

The rounded rock appears to be quartzite.  
 

The shell is a bivalve, possibly a scallop.  But it’s in bad shape.
