It could be a seacow, but there's not enough showing to be more certain. Nice find!

I wonder how much is under all of the matrix? Would be interesting to see this prepped out.

Hello and welcome to the forum!

 

I agree, nice find and possible seacow. Although prepping it out would of course help an ID much, there is one thing you can look at to get a hint : There are broken ends of ribs,

give us sharp fotos of those. Seacows often (I do not know about the very early species) have very dense ribs nearly without spongiosa. COuld be visible in your fossil without much preparation.
