You are correct on the delphinid periotic: LINK

As for the bone, I cannot readily tell what bone it is.

Delphinid periotic, genus is unclear - perhaps Tursiops or Stenella/Delphinus (size can help determine), but it is reminiscent of Astadelphis from the Pliocene of Italy with the enormous pars cochlearis.

As for the second element, from the top picture it resembles the ventral half of a baleen whale atlas in posteroventral view.
