I’m afraid I’ve got to side with @Ptychodus04 on this one. (Scary I know..I’m often wrong) I think it’s one fish with an added background, some filler,  and some of the fins are missing making them look weird. As to the vertebrae question the spine is broken and partially displaced I think. If you blow it up in the area it’s broken the furthest forward is much closer in size then it first appears. I can’t decide if there is one or more vertebrae missing... between that and improper prep makes it look iffy

A photo of the back side may help to discern it's authenticity.

It is a mess for sure. I have seen some really weird shapes preserved in concretions so this goofy shape doesn’t bother me all that much.
