Trying to see if this is a mouthplate or just an odd shell. It is hard like bone.

Welcome to the forum!

 

Looks like part of a shell. There are other shells called piddocks (Pholas sp.) that use acid to bore into rock, bone, shell or wood. They leave behind borings that look very much like alveolae (tooth sockets) but are not. I think the area that is making you think mouthplate may be bored by some piddocks.
