I suspect this a scleractinian, likely modern (and certainly post Palaeozoic) and brought there by human agency. The geology of the area is Mississippian and it doesn't look like a coral of that period. Also, there are no serpulids (tube worms) before the Mesozoic.

EDIT: I agree they're probably serpulids, encrusted by something else. And I see on Wikipedia that there are Permian serpulids reported - still not old enough though.
