Fossilized Bones - Unique Structures

I found this walking by my home in Vermilion County, Illinois along a creek bed with other rocks. This stood out to me and the little details on it look very odd. I have tried to theorize what it is but can’t. But they look like little bones possibly? 
 

Suggestions?

More likely to be cross sections of shell bits.

The matrix material looks like chert, to me.

The specimen in question has similar contours  to this bryozoan I found in the Ordovician of Kentucky. I see your county is Pennsylvanian and Mississippian.
