Fossil?

I just need help identifying what this is. It looks like a fossilized tooth but I could be wrong. But it is an ocean find. So it could be done part of a shell. As you can see it has little rocks stuck inside it. Thank you for any help.

Modern shell piece, worn by the waves.

I would lean towards whelk, but, could be something else. So worn, it is difficult to tell.

This is just to show how, how long and slender these "spines" (what is the correct term?) of gastropods can be:

Yours is a different species, of course.
