There is a lot of issues there, the growing irritation of local fossil professionals towards hunters and dealers tampering with important sites or significant finds is going to greatly have an effect on restrictions. In my area there are loads, which are loosely enforced. If you build rapport with the professionals, they will never be enforced... which is alright.
