I'm pretty sure what you see is what you get with mine as the vert has fossilized completely and appears very fragile.It seems to be the same composition through and through. It is rather heavy for it size at 1.3 oz.. Of course as can be seen the spinous process is worn down as well as the transverse processes. I agree that it is a cervical vertebra.
