That is such an amazing fossil, isn't it? Look at how short the humerus is, relative to the ulna; there's a clue right there that the basic structure foreshadows the swifts and hummingbirds to come. By itself that is not enough to rule out convergence, and having the feather impressions helps. Its feet & legs, however, have yet to start down that path.
