Puzzling Fossil... Reptile Skin?

I need help with this one. I found it in a dry gravel bed in the Arkansas River near Tulsa Oklahoma. It has the uniform covering of these scale like features all around. Possibly scales or reptile skin. It reminds me of broken egg shells but it is in an odd shape unike an egg. Any help is appreciated.
