The 1 Euro fine is not gonna serve as a deterrent... He was likely not making much money. Yeah, they could have had him work extra hours at the museum over time. He certainly doesn't appear to be a professional criminal, stealing a bunch of stuff from the same area (and stuff form a rather exotic region) and then not making much per specimen.
