I would argue that this is much more likely to be rosin than copal or amber. In the 1700s naval stores was the #1 industry in North Carolina. That is why we have the nickname "Tar Heel State". Barrels of the stuff were constantly shipped to England for almost 200 years. There must  have been shipwrecks containing the stuff off the coast. I've seen large pieces in fossil hunter's collections that have been found on the beach very similar to the piece in this thread.
