Hi, is this a fossil?

I'm afraid that this may remain a mystery, at least until you tell us more about the provenance of this find. "Fossil beach" is not very informative.

I found it on a beach on the mornington peninsula vic Australia

This appears to me to be a rock or small concretion.

Once you've gotten the "rock" or "concretion" diagnosis I think it's fair to say it could be given a wack to see what's inside. eye protection of course.
