A very interesting piece, unsure what this is, varsicite? Serpentine?

Good afternoon,

 

     I’m looking to get help identify a faced mineral specimen, I have no location information.  I thought it looked like a combination, possibly variscite or serpentine, I’m unsure.  It is both fluorescent and phosphorescent.  It has a few shades of green, black and white.  It has a low level of hardness and the light neon green coloration is waxy in appearance.  It’s a really neat specimen and I was thinking of polishing it for display but I’m unsure what I’m dealing with.  I thank you in advance for your time and consideration, have a great day,
