I do feel your pain; in the 70's I had pretty much free run of Westmoreland. I spent most every weekend (including the occasional overnight camp out) for many years. The danger of the cliffs were manifest with one close call (not me), then a fatality; the areas under the cliffs were soon closed. The liability was unacceptable; a public lands authority is more legally constrained and more vulnerable than a private landowner.
