The shell appears to be in well cemented sandstone which suggests that it probably is over 10k years old. I believe that Tertiary fossil outcrops are common at Oregon beaches. It might be tough to ID this beat up piece. The first step would be to find out what formation and age this is from and then look for help from the literature.
