I spotted it in some pea gravel, which could have came from anywhere. I doubt location would help in this situation.

They do look similar to it. Could it be a worn down fragment of a ray plate?

I think you've identified it...a rock, and I have to agree. Looks like two types of stone, one softer than the other, layered one after another. The softer stone erodes quicker leaving the harder one to create that shape. Cool rock nonetheless and one I would have picked up as well.

Gravel usually isn’t transported very far from its source. What state did you find this in? It reminds me of a piece of silicified horn coral.

Depends… if it was bagged it could be from anywhere. I used to work in a store garden center and our bagged rock was shipped from 2 states away…

Horn coral would make sense for my location. I compared it to images online and I think you are right. I will go with that identification, thank you.
